HDB U-Save rebates double to up to $760 as electricity tariff drops 10.4%
More than one million HDB households get a doubled U-Save credit in October, as the regulated electricity tariff falls. Half of this year's U-Save is temporary, and households with private property are left out.

More than one million Singaporean households in HDB flats will receive U-Save and service and conservancy charges (S&CC) rebates in October 2026, the Ministry of Finance (MOF) said on 30 September 2026 1. The October U-Save credit is up to $190, double the regular amount, and lifts the most a household can receive for the financial year to $760 1. The same day, CNA reported that the regulated household electricity tariff will fall 10.4% for October to December 3.
What changed
MOF's statement sets out two separate rebates, both credited automatically 1.
The first is U-Save, which is credited to a household's utilities account with SP Services 1. In October, each eligible household gets the regular GST Voucher (GSTV) U-Save amount plus an equal "2026 Additional U-Save" amount 1. For a one- or two-room flat that is $95 plus $95, or $190; for a four-room flat it is $75 plus $75, or $150 1. MOF linked the extra U-Save to the Government's second package of support over the Middle East situation 1. The same doubled amount will be paid again in January 2027 1.
The second is the S&CC rebate, which is credited to the household's S&CC account with its town council 1. In October, one- and two-room flats receive one month of S&CC rebate, and three-room to executive flats receive half a month 1.
"No further action is required by eligible households," MOF said 1.
What is new is the size of the year's total. When MOF announced the July 2026 disbursement on 30 June 2026, it put the full FY2026 U-Save total at up to $570 2. The October statement puts it at up to $760, which MOF describes as double the regular GSTV U-Save amount 1. The difference, $190 for the smallest flats, is the October and January additional credit 12.
The rebates are paid in April, July, October and January each year, and October 2026 is the third payment for FY2026 1.
Who is affected, and who is not
The rebates go to Singaporean households living in HDB flats, and the amount falls as the flat gets larger 1. The eligibility rules, as MOF stated them on 30 September 2026, are narrower than many owners assume 1.
For U-Save, MOF sets three conditions 1.
- If the flat is partly rented out or not rented out at all, at least one owner or occupier must be Singaporean 1.
- If the whole flat is rented out, at least one tenant must be Singaporean 1.
- Households whose members own more than one property are not eligible 1.
For the S&CC rebate, MOF lists three cases in which a household is not eligible 1.
- No flat owner or occupier is Singaporean.
- A flat owner or essential occupier owns, or has any interest in, a private property.
- The entire flat is rented out.
The property test matters most to Sightlines readers. An HDB household in which a flat owner or essential occupier buys a private home, or takes an interest in one, falls outside the S&CC rebate, and one whose members own more than one property falls outside U-Save 1. For a four-room household in FY2026, the two together are worth up to $600 of U-Save and 2.5 months of S&CC rebate 1. When MOF explained an earlier version of the ownership test in October 2008, it said the criterion "serves as a proxy for a household's wealth (including family support)" 9. It is a small sum next to a property purchase, but it recurs every quarter.
The rebates are for Singaporean households living in HDB flats, so households in private homes do not receive them 1. The electricity tariff cut, by contrast, applies to households that buy electricity from SP Group at the regulated tariff, whatever their home type 35. Households on a retailer's plan pay what their contract says, and EMA has noted that consumers on retail contracts may see higher prices when those contracts are renewed during periods of elevated fuel prices 5.
What the numbers show: FY2026 U-Save by flat type
MOF publishes the rebate as a quarter-by-quarter table 1. Adding it up by source shows how much of this year's support is regular and how much is temporary.
Source: MOF, 30 September 2026 1; Sightlines analysis
| Flat type | Regular GSTV U-Save, 4 quarters | B2026 U-Save, April and July | 2026 Additional U-Save, October and January | FY2026 total |
|---|---|---|---|---|
| 1- and 2-room | $380 | $190 | $190 | $760 |
| 3-room | $340 | $170 | $170 | $680 |
| 4-room | $300 | $150 | $150 | $600 |
| 5-room | $260 | $130 | $130 | $520 |
| Executive / Multi-generation | $220 | $110 | $110 | $440 |
Source: MOF Table 1, 30 September 2026 1; Sightlines analysis (quarterly amounts added by source).
Two things stand out. Half of every flat type's FY2026 U-Save is temporary: the regular GSTV amount is exactly half the total in each row 1. And the gap between the smallest and largest flats, $320, is also the gap in the regular amounts doubled, because every tranche follows the same $95, $85, $75, $65 and $55 ladder 1.
The S&CC side follows a different pattern 1.
| Flat type | April 2026 | July 2026 | October 2026 | January 2027 | FY2026 total |
|---|---|---|---|---|---|
| 1- and 2-room | 1 month | 1 month | 1 month | 0.5 month | 3.5 months |
| 3-room | 1 month | 0.5 month | 0.5 month | 0.5 month | 2.5 months |
| 4-room | 1 month | 0.5 month | 0.5 month | 0.5 month | 2.5 months |
| 5-room | 0.5 month | 0.5 month | 0.5 month | 0.5 month | 2.0 months |
| Executive / Multi-generation | 0.5 month | 0.5 month | 0.5 month | none | 1.5 months |

MOF states the S&CC rebate in months of charges, not in dollars, and credits it to each household's S&CC account with its town council 1. Its dollar value therefore follows the household's own monthly S&CC charge, and a household can check its own rebate on MyHDB Page with Singpass 1.
What the rebate buys at the new tariff
CNA reported, citing SP Group, that the household electricity tariff for October to December 2026 is 28.59 cents per kWh before GST, down from 31.91 cents for July to September 3. That is a cut of 3.32 cents per kWh, or 10.4% 3. GST is charged at 9% (IRAS, rate as at September 2026) 8, so the fourth-quarter tariff works out to about 31.16 cents per kWh with GST.
That makes it possible to express each October credit in units of electricity rather than dollars.
| Flat type | October 2026 U-Save | Electricity it pays for at the Q4 tariff with GST | FY2026 U-Save at the same tariff |
|---|---|---|---|
| 1- and 2-room | $190 | about 610 kWh | about 2,439 kWh |
| 3-room | $170 | about 546 kWh | about 2,182 kWh |
| 4-room | $150 | about 481 kWh | about 1,925 kWh |
| 5-room | $130 | about 417 kWh | about 1,669 kWh |
| Executive / Multi-generation | $110 | about 353 kWh | about 1,412 kWh |

The FY2026 column is a ceiling, not a forecast: it prices the whole year's U-Save at one quarter's tariff, and tariffs change every quarter 5. U-Save is credited to the SP Services utilities account, so it is not only for electricity 1. The conversion is a way to see its size against a bill.
The tariff cut is worth about $3.62 for every 100 kWh a household uses in the quarter, including GST (3.32 cents x 1.09 x 100) 38. The October credit, by contrast, is a fixed sum whatever the household uses 1. For the tariff cut alone to match a four-room household's $150 credit, the household would need to use about 4,144 kWh in the quarter ($150 / 3.62 cents) 138.
Town gas is cheaper too. CNA reported that City Energy's household gas tariff falls to 21.45 cents per kWh before GST, from 23.48 cents, a cut of 2.03 cents or about 8.6% 3.
How the fourth-quarter tariff compares with earlier years
A 10.4% fall does not take electricity back to where it was a few years ago 36. The Singapore Department of Statistics publishes one annual figure for the domestic low-tension tariff, before GST 6.
| Year | Domestic tariff, cents per kWh before GST |
|---|---|
| 2016 | 18.90 |
| 2019 | 23.57 |
| 2021 | 22.70 |
| 2022 | 28.32 |
| 2023 | 28.21 |
| 2024 | 29.67 |
| 2025 | 27.82 |
| July to September 2026 | 31.91 |
| October to December 2026 | 28.59 |
Sources: annual figures, SingStat via data.gov.sg 6; 2026 quarters as reported by CNA 3. The annual series runs from 2012 to 2025; not every year is shown.
The lowest annual figure in the series since 2012 is 18.90 cents, in 2016, and the highest is 29.67 cents, in 2024 6. The July to September 2026 tariff, at 31.91 cents, was above every annual figure in the series 36. The new fourth-quarter tariff of 28.59 cents is still about 2.8% above the 2025 figure of 27.82 cents, and about 51% above the 2016 low (28.59 / 18.90 - 1) 36. The SingStat series gives one figure a year while the tariff is revised every quarter, so the comparison is a guide to direction, not an exact gap 56.
EMA explained why the swings arrive late. Imported natural gas accounts for 95% of Singapore's electricity production, and the regulated tariff for each quarter is set on gas prices in the first 2.5 months of the previous quarter 5. On 30 June 2026, EMA said that should the Middle East situation improve, fuel prices could fall and lead to lower tariffs in the fourth quarter 5. The October to December cut is consistent with that.
A larger scheme than a decade ago
The number of households receiving the October rebate has grown steadily. MOF's own release titles give the count each year 7.
Source: MOF newsroom release titles 7; Sightlines analysis. MOF's titles for 2024 and 2025 say more than 950,000 households and for 2026 more than 1 million; those years are drawn at 950,000 and 1 million.
| October payment | Households, as stated in MOF's release title |
|---|---|
| 2013 | 800,000 |
| 2014 | 800,000 |
| 2015 | 800,000 |
| 2016 | 840,000 |
| 2017 | 880,000 |
| 2018 | 900,000 |
| 2019 | 930,000 |
| 2020 | 940,000 |
| 2021 | 950,000 |
| 2022 | 950,000 |
| 2023 | 950,000 |
| 2024 | more than 950,000 |
| 2025 | more than 950,000 |
| 2026 | more than 1 million |
Source: MOF newsroom release titles 7.
From 800,000 households in October 2013 to more than one million in October 2026 is growth of at least 200,000 households, or at least a quarter (200,000 / 800,000) 7. The titles round their counts, so the true change could be somewhat different.
For a household, the useful reading is simpler. The rebates are a standing feature of HDB living costs, not a one-off, and they have reached more homes over time 17. What varies from year to year is the top-up on top of the regular GSTV amount.
What a household can do with this
Three points follow from the numbers, and each depends on a condition that could change.
- Budget the regular amount, not the doubled one. In every flat type, half of the FY2026 U-Save is additional support tied to this year 1. If future budgets do not repeat it, a four-room household's U-Save would return to the regular $300 a year, the four-quarter GSTV sum in MOF's table 1.
- Count the rebates in the cost of holding property. A household member who owns more than one property rules the household out of U-Save, and an owner or essential occupier with an interest in private property rules it out of the S&CC rebate 1. For a household weighing a private purchase while keeping its flat, that loss belongs in the running-cost sums.
- Read the bill after the credit. The October credit and the lower tariff both reduce the October to December bill 13. A household on a retailer's fixed-price plan still gets the credit, since it goes to the SP Services account, but may not see the tariff cut, depending on its contract 15.
What to watch next
The January 2027 payment is the last one for FY2026. It will carry the regular GSTV U-Save plus the 2026 Additional U-Save, and half a month of S&CC rebate for one-room to five-room flats 1. MOF's table shows no S&CC rebate for executive and multi-generation flats in January 2027 1.
The tariff for January to March 2027 will, under EMA's method, rest on gas prices between October and mid-December 2026 5. It could rise or fall from 28.59 cents, depending on how fuel prices move.
Whether the additional U-Save continues beyond January 2027 has not been announced in the MOF statements read for this article 12. Future Budget statements from MOF would be where any change first appears.

Quick answers
How much U-Save will an HDB household get in October 2026?
Up to $190, depending on flat type: $190 for one- and two-room flats, $170 for three-room, $150 for four-room, $130 for five-room and $110 for executive and multi-generation flats. Each is the regular GST Voucher U-Save amount plus an equal 2026 Additional U-Save amount, according to MOF.
Who is not eligible for U-Save and the S&CC rebate?
According to MOF, households whose members own more than one property are not eligible for U-Save. Households in which a flat owner or essential occupier owns or has any interest in a private property, or which have no Singaporean owner or occupier, or which rent out the entire flat, are not eligible for the S&CC rebate.
How much is the electricity tariff for October to December 2026?
CNA reported, citing SP Group, that the household tariff is 28.59 cents per kWh before GST, down 10.4% or 3.32 cents from 31.91 cents in July to September 2026.
