HDB downsizing gap: 5-room sells for $360,000 more than a newer 2-room
HDB resale records since 2017 show a five-room flat has fetched about twice a newer two-room flat every year. The town and the lease of the flat being sold decide most of what a downsizer releases.

A median HDB five-room flat was registered as resold for $360,000 more than a median newer two-room flat in the 12 months to September 2026, Sightlines found in HDB's resale records 2. That gap has grown 63% since 2017, from $220,500 2. It is the money in play for an older owner thinking of moving down, and a 57-year-old former actor's move this week shows how much depends on where and on what lease 1.
Mothership reported on 9 October 2026 that the former actor, who is retiring from acting for health reasons, now lives in a 38 sqm two-room Flexi flat near Canberra MRT station 1. Citing his interview with Lianhe Zaobao, it reported that he bought the flat for $140,000 through a Sale of Balance Flats exercise 1. His earlier homes were a five-room flat in Toa Payoh and then a three-room flat in Kim Keat, Mothership reported 1. One household proves nothing about the market. The route it took, from a large flat in a central town to a small flat in the north, is one many older owners weigh, and the official records show what each step is worth.
What changed, and what the rules say
Nothing in the rules changed this week. The news is one household's move. The rules that frame a move into a two-room Flexi flat are set out by CPF Board, and three of them matter most to an older buyer.
First, who can buy a short-lease flat. Buyers aged 55 and above can choose a short-lease two-room Flexi flat from HDB, with a lease of 15 to 45 years in five-year steps (CPF Board, as at 9 October 2026; page last updated 24 August 2026) 3. The lease must cover the youngest owner to at least age 95 3. The flats come in two sizes, 36 sqm and 46 sqm, and come with grab bars 3.
Second, how it is paid for. A buyer of a short-lease flat, such as a two-room Flexi flat or a Community Care Apartment, is not eligible for a housing loan 4. The full price must be paid from the CPF Ordinary Account and cash savings (CPF Board, as at 9 October 2026; page last updated 14 August 2026) 4.
Third, what happens to the CPF used on the old flat. When a home bought with CPF is sold, the CPF principal withdrawn and the accrued interest are refunded to the owner's CPF account (CPF Board, as at 9 October 2026; page last updated 11 June 2026) 5. For an owner aged 55 and above, that refund is first used to top up the Retirement Account to the required retirement sum, and any balance stays in the Ordinary Account 5. An owner who sells at market value does not have to top up any shortfall in cash 5.
CPF Board's Silver Housing Bonus also pays a cash bonus to eligible seniors who right-size, with an extra amount for a move to a two-room or smaller flat 3. It is subject to conditions, which its official pages set out in full 3.
Mothership's report did not say what lease the former actor's flat carries 1. CPF Board's guide says short-lease two-room Flexi flats "typically cost less", without giving figures 4. A price paid to HDB for a new flat is not a resale either, so the figures below do not test it.
Who is affected, and who is not
This matters most to three kinds of household.
- Owners aged 55 and above in a four-room or five-room flat, whose children have moved out and who want part of the flat's value released for retirement.
- Owners in an older three-room flat on a short remaining lease, who are weighing a newer, smaller flat on a longer one.
- Singles and couples shopping for a two-room flat on the resale market, who compete in the same small pool.
It does not touch buyers younger than 55 who want a short lease, because that option is for buyers aged 55 and above 3. It also does not settle what a new flat from HDB costs. Sales of new flats, including Sale of Balance Flats exercises, are not resales, so they do not appear in the resale records used below 2.
What the numbers show: the downsizing gap since 2017
Sightlines took every resale registered in HDB's records from January 2017 to September 2026 2. For each year it compared the median five-room resale price with the median price of two-room flats whose leases began in 2010 or later 2. The difference is the downsizing gap before costs and CPF refunds.

Source: HDB resale flat prices, data.gov.sg 2; Sightlines analysis. Newer two-room means a lease that began in 2010 or later. Only 64 such flats were resold in 2017, against 665 in 2025.
Two things stand out. The multiple has barely moved: in every year a median five-room flat sold for between 1.86 and 2.12 times a median newer two-room flat 2. Both kinds of flat have risen together. So the dollar gap has grown simply because prices have, from $220,500 in 2017 to $360,000 in 2026 so far 2.
Over the 12 months to September 2026, the median five-room flat sold for $740,000, against $380,000 for a newer two-room flat, a gap of $360,000 2. Of the 5,787 five-room resales in that period, 45.8% sold for at least $760,000, twice the newer two-room median 2. For four-room flats the share was 22.7% 2. A four-room owner moving to a two-room flat should expect to release far less, on the median about $250,000 2.
Where the seller lives matters more than the size
The island-wide median hides the biggest driver: the town of the flat being sold. The table below sets the median five-room resale in a range of towns against the island-wide median newer two-room price of $380,000, over the same 12 months 2.

Source: HDB resale flat prices, data.gov.sg 2; Sightlines analysis. Registered October 2025 to September 2026. Gap is the town's median five-room price minus $380,000 2.
A Toa Payoh five-room owner on the median releases $670,000 on this measure, about 2.6 times what a Sembawang five-room owner releases 2. Near Canberra MRT station itself, 51 two-room flats on streets named Canberra were registered as resold over the year, at a median of $385,000 2. All were on leases that began in 2018 or 2020, with about 93 years left at sale 2. Set against Toa Payoh's five-room median of $1,050,000, that is a gap of $665,000, and a five-room flat that sells for 2.73 times the two-room flat 2.
The rule this leaves is simple enough to reuse. Moving across towns, from a central town to a newer one, does more of the work than moving down in size. A five-room owner in Sembawang who stays in Sembawang frees about $255,000 against a Canberra two-room flat on the median 2.
Lease can cancel out the downsize
The reported route had a middle step: a three-room flat in Kim Keat 1. The records show why that step matters. The 20 Kim Keat three-room resales registered in the 12 months to September 2026 had a median price of $335,500, on leases that began in 1973, with a median of about 46 years left 2. The 38 sqm two-room flats near Canberra MRT station resold at a median of $365,000, with more than 90 years left 2.
So on the resale market, swapping an older three-room flat in a central town for a newer two-room flat in the north would cost money, not release it. The newer two-room flat on Canberra streets resold for $49,500 more at the median than the Kim Keat three-room flat, all sizes included 2. This is a wider pattern. Of the 5,761 three-room resales island-wide in the 12 months, 20.2% sold for less than $385,000, and those flats had a median of about 48 years of lease left 2.
Lease also splits the five-room market inside a single town. In Toa Payoh, five-room flats on leases that began in 1989 or earlier resold at a median $815,000, with about 57 years left 2. Those on leases from 2010 or later resold at a median $1,430,000, with about 85 years left 2. That is a $615,000 difference inside one town and one flat type 2. A downsizer who owns the older kind should plan from the older kind's number, not the town's headline.
The honest case for a move to a newer, smaller flat is that it buys lease. The case against is that the lease on the flat being sold is the main reason it is worth less. An owner in an old five-room flat may find the gap narrower than the island-wide figure, and an owner in an old three-room flat may find there is no gap at all.
What the gap does not put in your pocket
The gap in the tables is a gross number. It is not cash.
First, CPF. When a flat bought with CPF is sold, the principal used and the accrued interest go back to the owner's CPF account 5. For an owner aged 55 and above, they first top up the Retirement Account to the required retirement sum 5. An owner who used a lot of CPF over many years may see much of the gap land in CPF rather than in the bank. CPF Board shows the figure under "What Happens If" on each member's home ownership dashboard 5.
Second, the purchase. A short-lease two-room Flexi flat from HDB cannot be bought with a housing loan, so the full price comes from the Ordinary Account and cash 4. A downsizer who has just topped up the Retirement Account may have less in the Ordinary Account than the gap suggests.
Third, transaction costs. Costs such as agent commission and renovation need cash, CPF Board notes, and they come out of the gap before anything is left over 4.
Fourth, timing. A median is a midpoint, not a promise. Two-room flats are a thin market: 594 newer two-room flats were resold in the 12 months, and in some towns a handful of sales sets the price 2.
What to watch next
- Resale prices, monthly. HDB's resale records list each resale by the month it was registered, so the gap in the tables can be checked again as new months are added 2.
- The next Sale of Balance Flats exercise. It sells flats from HDB, and the dataset used here covers resales only 2.
- Personal CPF figures. The CPF refund on sale differs for every owner, and the dashboard figure may matter more to the decision than any median 5.
For an owner of a five-room flat over the next few years, the records suggest the multiple is the steadier guide: a five-room flat has sold for about twice a newer two-room flat in every year since 2017 2. Whether that holds may depend on how fast the supply of newer two-room flats keeps growing.
This is general information, not financial advice. Check the current rules with IRAS, HDB, CPF Board or your bank before you commit.
Quick answers
How much more does an HDB five-room flat sell for than a newer two-room flat?
In the 12 months to September 2026, the median five-room resale was $740,000 and the median two-room flat on a lease from 2010 or later was $380,000, a gap of $360,000, based on HDB's resale records on data.gov.sg. In 2017 the gap was $220,500.
Can a short-lease two-room Flexi flat be bought with a housing loan?
No. CPF Board says buyers of short-lease flats, such as a two-room Flexi flat or a Community Care Apartment, are not eligible for housing loans, and the full price must be paid from the CPF Ordinary Account and cash savings (as at 9 October 2026).
Does the money released by downsizing all come back as cash?
Not necessarily. When a flat bought with CPF is sold, the CPF principal used and the accrued interest are refunded to the owner's CPF account. For owners aged 55 and above, CPF Board says the refund first tops up the Retirement Account to the required retirement sum.
