HDB 2-room flats with post-2010 leases resold at a median $380,000
Official resale records show a four-room seller can free $170,000 or more by moving to a newer two-room flat. In some older towns, an ageing three-room frees almost nothing.

Newer HDB two-room flats resold for a median $380,000 in the 12 months to August 2026, based on 597 resales of two-room flats whose leases began in 2010 or later 3. For an older owner weighing a move down in size, that number sets the price of the smaller home. What the move frees up depends on what is being sold, and in several towns an older three-room flat now resells for about the same money 3.
The question came into view on 29 September 2026, when AsiaOne reported that an actor had moved out of a three-room resale flat and into a 38 sqm two-room Flexi flat 1. Mothership reported the same move the same day 2. AsiaOne reported that the flat came through a Sale of Balance Flats exercise, after two applications over about a year and a half 1. One household's move proves nothing about the market. It does raise a practical question for older owners: how much does going smaller actually release, and on what terms?
What changed, and what did not
The Silver Housing Bonus was enhanced from 1 December 2025, as covered below 4. The other rules that frame a move into a two-room Flexi flat are set out by CPF Board, and two of them matter most to an older buyer.
First, the short-lease option. Buyers aged 55 and above may choose a short-lease two-room Flexi flat with a lease of 15 to 45 years, in five-year steps 4. The lease must cover the youngest owner to age 95 (CPF Board, as at 30 September 2026) 4. CPF Board's guide for members above 55 ties the use of Ordinary Account savings to the same test: the lease must cover the youngest owner to at least age 95 (CPF Board, page updated 14 August 2026) 5. The flats come in two sizes, 36 sqm and 46 sqm, and include grab bars, with senior-friendly fittings available as options (CPF Board) 4.
Second, the payment rule. Short-lease two-room Flexi flats are not eligible for a housing loan. The price has to be paid in full from the CPF Ordinary Account and cash savings (CPF Board, as at 14 August 2026) 5.
The Silver Housing Bonus sits alongside both. From 1 December 2025, CPF Board says, eligible seniors who right-size can receive up to $40,000 by committing to a net increase of up to $60,000 in their CPF Retirement Account 4. They no longer need to make a cash top-up to qualify 4. Those who right-size to a two-room or smaller flat can receive an extra $10,000 cash bonus on top of the $30,000 bonus per household 4. Those amounts are as at 30 September 2026, as shown on CPF Board's page, and took effect on 1 December 2025 4. Eligibility is subject to conditions, which the bonus's official pages set out in full.
Who is affected, and who is not
This matters most to three kinds of household.
- Owners aged 55 and above in a four-room or five-room flat, whose children have moved out and who want cash released for retirement.
- Owners in an older three-room flat who are thinking about a newer, smaller flat with a longer lease.
- Singles and couples looking for a two-room flat on the resale market, who shop in the same small pool of flats.
It does not touch buyers who are younger than 55 and want a short lease, because the short-lease option is for buyers aged 55 and above 4. It also does not settle the price of a new flat bought from HDB through a launch or a Sale of Balance Flats exercise. Those are not resales, so they do not appear in the resale records used below.
What the numbers show: two-room prices in HDB's resale records
Sightlines checked HDB's resale records on data.gov.sg for every two-room flat resold since January 2017 3. The records list each resale in the month it was registered. To compare like with like, the table below keeps only two-room flats whose leases began in 2010 or later. These are the newer two-room flats that change hands on the resale market.

| Year registered | Resales | Median price | Median psf |
|---|---|---|---|
| 2017 | 64 | $257,500 | $505 |
| 2019 | 258 | $235,000 | $465 |
| 2021 | 255 | $278,000 | $553 |
| 2023 | 523 | $330,000 | $672 |
| 2024 | 648 | $350,000 | $712 |
| 2025 | 665 | $375,000 | $757 |
| 2026 (to September) | 469 | $380,000 | $781 |

The median price of a newer two-room flat rose about 48% from 2017 to 2026, from $257,500 to $380,000 3. Volume rose too, from 64 resales in 2017 to 665 in 2025 3.
Across all two-room flats, old and new, 750 were resold in the 12 months to August 2026 3. That is about 3.1% of the 24,590 resales registered in that period 3. It is a thin market, and prices in one town can move on a handful of deals.
For the newer flats in the 12 months to August 2026, the middle half sold for between $365,000 and $403,500, with a median remaining lease of just over 92 years 3. The highest was $696,000, for a 47 sqm flat in Queenstown on a lease that began in 2021, registered in July 2026 3. That is an outlier, not a benchmark.
What downsizing frees up, town by town
The useful number for a downsizer is not the price of the smaller flat. It is the gap between what the current flat sells for and what the smaller one costs. Sightlines set the median resale price of newer two-room flats in each town against the median three-room, four-room and five-room resale in the same town, over the same 12 months to August 2026 3. Only towns with at least 20 newer two-room resales are shown.

| Town | Newer 2-room resales | Median 2-room | Gap to median 3-room | Gap to median 4-room | Gap to median 5-room |
|---|---|---|---|---|---|
| Punggol | 121 | $396,000 | $149,000 | $285,444 | $379,000 |
| Sembawang | 93 | $378,000 | $142,000 | $223,250 | $272,000 |
| Bukit Batok | 90 | $380,000 | $35,000 | $250,000 | $430,000 |
| Sengkang | 73 | $385,000 | $157,944 | $255,000 | $315,088 |
| Yishun | 49 | $365,000 | $67,500 | $190,000 | $327,388 |
| Hougang | 38 | $385,000 | $70,000 | $233,888 | $393,000 |
| Woodlands | 33 | $377,000 | $44,888 | $173,000 | $278,000 |
| Jurong West | 21 | $365,000 | $34,500 | $170,000 | $270,000 |
Source: 3. Gap is the median resale price of the larger flat type in that town minus the median price of a newer two-room flat there, before costs, over September 2025 to August 2026.
Two patterns stand out.
From a four-room or five-room flat, the move frees a large sum in every town shown. The gap to the median four-room ranges from $170,000 in Jurong West to $285,444 in Punggol, and the gap to the median five-room from $270,000 in Jurong West to $430,000 in Bukit Batok 3. Nationally, the median four-room resale was $630,000 against $380,000 for a newer two-room, a gap of $250,000 3.
From a three-room flat, the gap depends almost entirely on the age of the three-room. In Punggol, Sembawang and Sengkang, where the median three-room resale had about 89 to 92 years of lease left, the gap is $142,000 to $157,944 3. In the older towns it shrinks to between $34,500 and $70,000 3.
The older three-room problem
Look only at three-room flats with fewer than 60 years of lease left, and the gap closes further 3. Across Singapore, 65% of the three-room flats resold in the 12 months to August 2026 had fewer than 60 years left, and the median three-room had about 57 years 3.
| Town | Older 3-room resales (under 60 years left) | Median older 3-room | Median newer 2-room | Difference |
|---|---|---|---|---|
| Hougang | 138 | $438,000 | $385,000 | $53,000 |
| Yishun | 215 | $420,000 | $365,000 | $55,000 |
| Bukit Batok | 159 | $409,000 | $380,000 | $29,000 |
| Woodlands | 103 | $365,000 | $377,000 | -$12,000 |
| Jurong West | 210 | $360,000 | $365,000 | -$5,000 |
Source: 3. September 2025 to August 2026. A negative difference means the newer two-room cost more than the older three-room.
In Woodlands and Jurong West, the median older three-room resold for less than the median newer two-room in the same town 3. A household selling one to buy the other on the open market would, by the medians, release no cash at all before costs. It would be paying to trade floor area for lease: the newer two-room flats there had a median of about 91 years left, against under 60 for the three-room flats 3.
That trade can still be the right one. An owner may value the extra lease, or a newer block, for reasons the medians do not capture. But by these figures it is a lease decision, not a cash-release decision, and it helps to see it that way before listing.
Why the smallest flats cost the most per square foot
Smaller flats cost less in total but more for each square foot. In the 12 months to August 2026, newer two-room flats of 35 to 40 sqm resold for a median $363,000, or $892 psf 3. Newer two-room flats of 44 to 50 sqm resold for a median $385,000, or $761 psf 3.
So the larger two-room cost about $22,000 more by the median, $385,000 against $363,000, for about 24% more floor area (47 sqm against 38 sqm) 3. The smaller flat cost about 17% more per square foot 3. Across all two-room flats, old and new, the median resale was $375,000, or $751 psf, in the period 3. The median three-room resold for $440,000, or $594 psf, and the median four-room for $630,000, or $615 psf 3.
The lesson is to compare quantum, not psf. A psf figure makes small flats look expensive and large ones look cheap. What a downsizer spends and keeps is set by the total price, and by the lease that comes with it.
The short-lease route: less to pay, all of it up front
A short-lease two-room Flexi flat bought from HDB changes the arithmetic in two ways.
The lease can be shorter, as short as 15 years if that still covers the youngest owner to age 95 4. The resale records cover resales only and do not show what these flats cost, so this piece does not put a figure on them.
The payment is also different. Because no housing loan is available, the whole price has to come from the CPF Ordinary Account and cash 5. For a seller aged 55 and above, the CPF refund from the old flat first tops up the Retirement Account to the Full Retirement Sum 5. Only what remains stays in the Ordinary Account (CPF Board, page updated 14 August 2026) 5. A household that plans to pay for the new flat from the sale proceeds should check how much of the refund will actually be free to use, before it commits to the purchase.
There is a third difference that resale buyers do not face. The lease length is chosen at purchase, against the youngest owner's age 4. The owners decide how many years of lease to pay for, rather than taking whatever lease a resale flat has left.
What a downsizer can check before moving
- Price the move on the gap, not the new flat. Use the median resale in your own town and flat type over the most recent year, and set it against the flat you would buy.
- Match the lease. If the smaller flat has 30 more years of lease than the one being sold, part of the price is paying for those years.
- Compare quantum. The smallest flats carry the highest psf, which says little about value on its own.
- Work out the CPF refund first. For sellers aged 55 and above, the Retirement Account is topped up before the Ordinary Account keeps anything 5.
- Check the Silver Housing Bonus conditions. Up to $40,000 is available to eligible seniors who right-size, including $10,000 extra for a two-room or smaller flat, subject to conditions 4.
A common rule of thumb is that round-trip transaction costs run roughly 6% to 8% of the price. On a small cash gap, those costs can take a large share of what the move releases.
What to watch next
Three things will show whether the pattern holds. The monthly resale records on data.gov.sg will show whether newer two-room prices keep rising, after the median reached $380,000 in 2026 to September 3. They will also show whether the older three-room flats in towns such as Jurong West and Woodlands keep reselling at or below the price of a newer two-room 3. And the Silver Housing Bonus terms, which were last enhanced on 1 December 2025 according to CPF Board, are worth checking again before any sale 4.
This is general information, not financial advice. Check the current rules with IRAS, HDB, CPF Board or your bank before you commit.
